Créase la Circunscripción Electoral del Departamento del Quindío, que comprende el territorio del Departamento del mismo nombre. El Gobierno Nacional, en desarrollo de los artículos 93, 99 y 186 de la Constitución Nacional, en armonía con el artículo 2º. de la Reforma Plebiscitaria, previo concepto del Consejo de Estado, señalará el número de Senadores, Representantes y Diputados que le corresponda elegir al nuevo Departamento de acuerdo con su población.
