Para los efectos de este decreto, se entiende como comunidad, colectividad, o grupos sociales portadores, creadores o vinculados, aquellos que consideran una manifestación como propia y como parte de sus referentes culturales. Para los mismos efectos, se podrá usar indistintamente el término “comunidad”, “colectividad”, o “grupo social”.
