El artículo 80 de la Constitución quedará así:
ARTÍCULO 80.
El proyecto de ley objetado en su conjunto por el Presidente, volverá en las Cámaras a segundo debate. El que fuere objetado sólo en parte, será reconsiderado en primer debate, en la Comisión respectiva, con el único objeto de tomar en cuenta las observaciones del Gobierno.
