Obligaciones de los concesionarios y licenciatarios . Es obligación de los concesionarios y licenciatarios entregar los envíos de correspondencia y demás objetos postales a los destinatarios, en las mismas condiciones en que fueron confiados al servicio postal. Los concesionarios y licenciatarios de los servicios postales, responderán directamente por las fallas del servicio, de acuerdo con lo dispuesto en el presente Decreto.
