°. Ambito de aplicación. El presente decreto tendrá aplicación para las entidades estatales definidas en el numeral 1 del artículo 2° de la Ley 80 de 1993 y las enunciadas en el artículo 38 de la Ley 489 de 1998. Igualmente, para las entidades públicas que se encuentren en proceso de liquidación, siempre y cuando su aplicación no contravenga las normas especiales sobre disposición de bienes.
