Art. 249. Los finiquitos serán expedidos por el Presidente de la Corte de Cuentas, autorizados con la firma del Secretario y con el sello de la Corte. Sin este documento no podrá cancelarse ninguna escritura de fianza ni devolverse á los interesados los documentos de deuda pública con que hubieren asegurado su manejo.
