Los auxilios de que trata el artículo 1° de esta Ley serán entregados por la Nación a la Gobernación de los Departamentos de Nariño, Valle y Antioquia, respectivamente, para que estas entidades aseguren su inversión, sean contratadas las construcciones decretadas hasta la concurrencia de las partidas correspondientes o invirtiéndolas directamente la Gobernación como auxilio a dichas obras,
