De conformidad con el artículo 160 del Decreto extraordinario 294 de 1973, ninguna autoridad podrá contraer obligaciones imputables al presupuesto de gastos sobre apropiaciones inexistentes, en exceso de saldo disponible o con anticipación a la apertura del crédito adicional correspondiente y quienes lo hicieren responderán personalmente por la obligación que contraigan.
