Articulo tercero . La dirección y funcionamiento del Consejo estarán a cargo del Presidente y un Secretario ejecutivo designado por éste, de entre los miembros del Consejo, el Secretario Ejecutivo tendrá entre sus funciones las siguientes: Elaborar los documentos sobre los aspectos que requiera el estudio del Consejo; Velar por el eficaz cumplimiento de las recomendaciones aprobadas por el Consejo; Llevar las Actas de las sesiones y preparar de acuerdo con el Presidente, el orden del día para cada reunión.
