Artículo séptimo. Todo pago que verifique el Secretario-Pagador-Almacenista requiere la autorización previa del Director Departamental. Y los que verifiquen los Recaudadores de Hacienda Nacional, que serán los Pagadores de las demás dependencias relacionadas en el artículo primero, la del respectivo Director del Centro de Higiene o Puesto de Socorro.
