El trámite de instrucción. y resolución que deben adelantar los tribunales deportivos y el Tribunal Nacional, estará basado en el principio de defensa, de audiencia del acusado y de contradicción de la prueba. El Gobierno en ejercicio de la facultad reglamentaria, establecerá el respectivo procedimiento.
