Art. 45. Cuando la situación del Tesoro público lo exija se limitarán los gastos á la suma semanal ó mensual de que se pueda disponer con seguridad. En este caso se suspenderán algunas obras ó se reducirán en todas ellas los trabajos, como lo disponga el Presidente de la República.
