El Gobierno Nacional reactivará económicamente a la Concesión de Salinas, administrada por el Instituto de Fomento Industrial, para lo cual se podrán enajenar bienes inmuebles urbanos y rurales, que en este momento la administra la Concesión y que no requiere para los fines de la explotación económica de las Salinas. Estos recursos se destinarán únicamente a la rehabilitación y modernización de las Salinas Terrestres y Marítimas de la Concesión.
