Autorízase al Gobierno para ratificar los contratos celebrados en nombre de la República por el Embajador de Colombia en Washington con el Export-Import Bank, con fechas 23 de julio y 16 de septiembre del presente año, por medio de los cuales dicho instituto bancario abrió a la Nación un crédito hasta por la cantidad de doce millones de dólares (US$ 12'000.000), y para utilizar dicho crédito en los términos estipulados en los convenios a que se ha hecho referencia.
