Cuando se trate de aportes del Gobierno para programas que deba ejecutar un Departamento, el Distrito Especial, Intendencia, Comisaria o Municipio, se enviará a la División Delegada del organismo respectivo, copia de la ordenanza de la Asamblea, del acuerdo del Concejo o en s defecto del decreto del Gobernador, Alcalde Mayor, Intendente, Comisario Alcalde Municipal en que se incluya el aporte en el presupuesto de ingresos y de gastos de la entidad territorial respectiva, además de la fianza del Tesorero debidamente aprobada.
