Artículo quinto. El Jefe del Departamento hará las veces de Gerente del Fondo y, en consecuencia, llevará su representación legal. Previa autorización del Consejo Directivo, el Jefe de Departamento podrá delegar en el Secretario General la ordenación del gasto y, en este caso, los actos del delegado, cuando así se requiera, serán refrendados por el Jefe de la Oficina Jurídica del Departamento.
