Artículo primero. Apruébase el Acuerdo número 046 de diciembre 19 de 1978 de la Junta Administradora del Instituto de Seguros Sociales, cuyo texto es el siguiente: "ACUERDO NUMERO 046 DE 1978 (diciembre 19) por el cual se crean cargos y se fija parcialmente la planta de personal del Instituto de Seguros Sociales. La Junta Administradora del Instituto de Seguros Sociales, en el ejercicio de las facultades que le confieren el literal n) del artículo 55 del Decreto-ley 1650 de 1977 y de conformidad con los Decretos-ley 1651, 1652 y 1700 de 1977 y 1313 de 1978, acuerda:
