Los Maestros de Escuela que no concurran a dar la instrucción con la debida puntualidad o que no tengan los conocimientos pedagógicos que se requieren para el magisterio serán reemplazados inmediatamente por otros que reúnan esas condiciones, o si llegaren a faltar hasta por dos veces en el mes, sin causa justificada.
