La suma de que trata la presente Ley será incluida de preferencia en el presupuesto de gastos de la próxima y sucesivas vigencias, y en el caso de que no lo fuere, se autoriza expresamente al gobierno nacional para abrir los créditos, verificar los traslados y arbitrar los recursos necesarios.
