La elaboración de listas para los cargos de magistrado del tribunal se hará teniendo en cuenta que quienes las integren, además de llenar los requisitos constitucionales y legales, hayan desempeñado cualquiera de los correspondientes cargos en el respectivo departamento o que sean oriundos de él.
