Articulo 3 º . La delegación de funciones a que se refiere este decreto exime de responsabilidad al Presidente de la República, la cual corresponderá exclusivamente a las Comisiones delegatarias, cuyos actos o resoluciones podrá siempre reformar o revocar el Presidente, reasumiendo la responsabilidad consiguiente.
