En cuanto a la expedición por primera vez o solicitud de duplicado de documentos de identificación de personas desplazadas por la violencia y demás procedimientos previstos en el presente decreto, la Registraduría Nacional del Estado Civil dará prelación a dicho trámite, el cual no tendrá ningún costo para los solicitantes.
