Considerando que el eminente Manuel Saturio Valencia, según sus biógrafos, fue el primer negro colombiano y de América Latina que aprendió a leer y escribir de manera autodidacta; el primer abogado negro de América Latina en el siglo XIX, y el primer abogado negro en haber sido designado juez de la República de Colombia, la Nación reconoce en su nombre el valor cultural e histórico de la comunidad afrocolombiana en la formación de la nacionalidad.
