El presente Convenio no podrá ser firmado con reservas, ni podrán éstas ser recibidas en ocasión de su ratificación o adhesión.
Las reglamentaciones a que se refiere el presente Convenio deberán ser aprobadas por los dos tercios de las Partes Contratantes y no se aceptarán reservas.
