Art. 158. Por medio del Consejo Universitario se procurará estrechar los vínculos de unión entre las varias Facultades, y el día quince de mayo de cada año se reunirá el personal de la Universidad en el edificio que de antemano señale el Ministerio de Instrucción Pública. El acto será presidido por el encargado del Poder Ejecutivo, y él o el Ministro dirigirán la palabra a Profesores y alumnos; a ellos contestará, en nombre de la Universidad, un Profesor designado previamente por el Consejo Universitario.
