° Autorízase al Gobierno Nacional para construir la carretera Barranquilla-Ciénaga, a partir del año de 1954, siempre que los estudios del caso demuestren que esta obra es factible y de un costo razonable y que su construcción no afecte los compromisos contraídos por el propio Gobierno Nacional.
