La Secretaría General es el órgano al que corresponde la responsabilidad ejecutiva de la Organización y está integrada por un Secretario General y un Vicesecretario General. Tendrá a su cargo el desarrollo de las actividades de relación, asistencia, formación, coordinación, publicaciones, información, estudios y cuantas otras corresponda ejecutar para el cumplimiento del plan general de actividades de la Organización.
