Todo decreto lejislativo que conceda pensión del Tesoro nacional, será precedido de considerandos en que se esprese de una manera precisa cada uno de los servicios prestados a la República por el agraciado, i los nombres de los empleados o individuos que hayan declarado sobre tales servicios.
