El Congreso y el Gobierno de Colombia se harán representar en la ciudad de Caracas y en la ciudad de Santa Marta, en los actos que se celebrarán con motivo del bicentenario del nacimiento del Libertador y del sesquicentenario de su muerte, y dejarán testimonio de su asistencia en placas conmemorativas que se colocarán en el Panteón Nacional de Caracas y en la Quinta de San Pedro Alejandrino en Santa Marta.
