Artículo doce: Queda prohibido el transporte de azúcar en el territorio nacional por medio de cabotaje marítimo Queda así mismo prohibido el transporte aéreo de azúcar a aquellas ciudades, aeródromos o regiones donde este medio no sea indispensable para el abastecimiento de la población- El abastecimiento de los sectores de población que sea indispensable realizar por vía acuática o aérea se hará en naves o aeronaves oficiales o privadas, bajo estricta vigilancia del Resguardo Nacional de Aduanas, Armada Nacional y/o Policía Nacional.
