Para los efectos de los delitos contemplados en los artículos 18,19 y 20 será competente para conocer el juez del circuito del domicilio de la respectiva empresa o persona. La investigación se iniciara de oficio o por denuncia del Superintendente Bancario o de cualquier otra persona.
