Articulo 70. De la licencia ordinaria o voluntaria. Hay licencia ordinaria o voluntaria cuando la separación transitoria del cargo tiene lugar por solicitud propia. La solicitud de licencia ordinaria o su prórroga deberá hacerse por escrito debidamente justificada. Corresponde al respectivo jefe de! organismo o entidad conceder la licencia ordinaria en los términos de los artículos 39 y 40 de! Decreto 691 de 1975 previo concepto del Jefe inmediato del funcionario que la solicita. El Jefe del organismo o entidad, establecerá por resolución reglamentaria qué funcionario tiene competencia para conceder licencia ordinaria hasta por quince (15) días.
