º Los auxilios para las Escuelas de Alfabetización serán girados a los respectivos Prefectos Apostólicos de Arauca, Amazonas y San Andrés y Providencia, al Vicario Apostólico del Caquetá, y a los Párrocos de los respectivos sitios donde funcionan las escuelas parroquiales previo el comprobante de funcionamiento del plantel durante el mes a que se refiere la cuenta de cobro, por medio de un certificado expedido por la primera autoridad política del lugar.
