Artículo Segundo. Correos Nacionales. Por Correos Nacionales para los fines del presente Decreto, se entenderán los mismos del servicio Postal, prestado dentro o fuera de los límites del país directamente por el estado o por medio de personas o entidades autorizadas mediante contratos celebrados por el Gobierno en legal y debida forma.
