La Junta Directiva se compondrá de cinco miembros, así: El Ministro de Agricultura, quien será su Presidente, y cuatro miembros más nombrados por el Gobierno Nacional y escogidos del siguiente modo: un agrónomo graduado; un representante de los cultivadores de tabaco; un representante de los industriales elaboradores de cigarros, y un representante de los industriales elaboradores de cigarrillos.
