Modifíquese el inciso 1 del artículo 696 del Decreto 1165 de 2019, el cual quedará así: "ARTÍCULO 696. PROCEDIMIENTO PARA HACER EFECTIVA LA GARANTÍA DE PLENO DERECHO. En el acto administrativo que decide de fondo la imposición de la sanción al transportador se ordenará hacer efectiva la garantía de pleno derecho de que tratan las Decisiones 617, 636 Y 837 de la Comunidad Andina, en el evento en que no se produzca el pago de los tributos aduaneros, intereses y sanciones a que hubiere lugar, dentro de los diez (10) días hábiles siguientes a su ejecutoria. "
