Art. 6º. Tan luego como éste sea concluido, el Poder Ejecutivo declarará cerrado a la importación i esportacion el puerto seco de Cúcuta, i establecerá en esta ciudad el resguardo suficiente que impida las importaciones i esportaciones clandestinas, las cuales quedarán sujetas a decomiso, sin perjuicio de las penas en que incurran los contraventores.
