Artículo segundo. En consecuencia, el Secretario Tesorero de la Unión de Trabajadores de Colombia rendirá a la Contraloría General de la República -Auditoría de Instituciones de Utilidad Común- las cuentas relacionadas con la inversión del auxilio, no sólo por los gastos efectuados en el IV Congreso, sino también por los hechos posteriormente, de conformidad con la autorización conferida en el artículo 1º del presente Decreto.
