Facúltase a los Gobernadores y a los Alcaldes para que expidan salvoconductos por solicitud verbal, pero sólo para una escopeta de perdigones, a quien compruebe verbalmente su buena conducta, su calidad normal de cazador, de pastor o de trabajador directo en la agricultura, sin exigir otro derecho que el papel sellado en que se expida el original del salvoconducto.
