ART 146. El extranjero que hallándose en Colombia domiciliado ó transeúnte, y no al servicio del Gobierno, cometiere algunos de los delitos expresados en los artículos 139, 141, y 143, ó auxiliare la deserción de colombianos, será tratado y castigado como espía.
