Ninguno de los organismos a que se refiere esta Ley podrá tomar parte en la política activa del país, pues sus fines son de tecnificación y fomento agrícola, defensa económica y mejoramiento general del campesino, dentro de los cuales pueden formar cooperativas de producción agricola, de transporte, consumo, crédito y demás que les permitan un desarrollo más adecuado y eficaz de aquellos fines.
