Todas las personas que presten sus servicios en el Instituto son empleados públicos y por tanto estarán sometidas al régimen legal vigente para los mismos. No obstante lo anterior, conforme al artículo 5°. del Decreto 3135 de 1968, podrán vincularse mediante contrato de trabajo, los trabajadores de la construcción y sostenimiento de obras públicas.
