El Gobierno procederá a crear Consejos Profesionales Seccionales de la Ingeniería, en las capitales de los Departamentos y en las demás ciudades donde exista personal idóneo para la Constitución de Consejos Seccionales, a juicio del Consejo Profesional. El Gobierno señalará las atribuciones y reglamentará las funciones del Consejo Profesional Nacional y de los Seccionales.
