Los Gobernadores organizarán en su respectivo Departamento el Tribunal examinador de las cuentas de los responsables del Tesoro Departamental, le determinarán sus funciones, y mientras empiezan a funcionar los Consejos Administrativos fijarán la cuantía y naturaleza de las cauciones que deban otorgar los empleados recaudadores y pagadores del Departamento, debiendo responder tales cauciones de todo saldo que resulte á cargo del empleado que las constituya.
