El Consejo de Estado elegirá un cuerpo de conjueces del Consejo o Nacional Electoral, igual al doble de sus miembros en forma que refleje la composición política de éste. Cuando se presenten e empates, impedimentos o recusaciones aceptados por el Consejo Nacional, o cuando no haya decisión, éste sorteará conjueces. En casos de impedimento o recusaciones, el conjuez será de la misma filiación política del Consejero separado.
