Ningún varón colombiano que este comprendido entre los 19 y los 50 años de edad, puede salir del país sin haber definido su situación militar. Este requisito es condición indispensable para expedir y visar los correspondientes pasaportes. El Gobierno determinará los requisitos que deban llenar los menores de 19 años que vayan a salir del país para efectos de la expedición del correspondiente pasaporte.
