° La Contraloría General de la República o la Auditoría Fiscal de los Ferrocarriles, procederán a cancelar las reservas que se hubieren hecho para la ejecución de contratos de construcción de ferrocarriles que no puedan ejecutarse en virtud de las disposiciones del presente Decreto.
