Los gastos de cada dependencia, tendrán el siguiente orden de prioridad para su giro: Primera -Servicios personares. -Transferencias de ley (cuota patronal) Caja de Previsión Social, Instituto Colombiano de Bienestar Familiar y Caja de Compensación Familiar. -Aportes a los municipios y corregimientos. -Servicio de la deuda. Segunda. -Gastos generales. Tercera - Demás transferencias y gastos de inversión. No podrá emitirse ni refrendarse giros ni hacerse pagos cuando lo hicieres en contratación con lo dispuesto en el presente artículo.
