Art. 1°. Autorizáse al Poder Ejecutivo, durante todo el dtiempo del receso de las Cámaras legislativas, para que declare i haga la guerra al Gobierno del Ecuador, en el caso de que tenga fundados motivos para creer que el espresado Gobierno o sus agentes, fomentan i ausilian la perturbación del órden público en algún punto de la Nueva Granada, o permiten que se fomente o ausilie tal perturbación por personas residenes en el Ecuador.
