Tan luego como lo permita la situación del Fisco, el Gobierno establecerá la enseñanza de Artes Manuales en las Escuelas Normales, atendiendo las conveniencias de las varias regiones del país. Con tal objeto, podrá invertir hasta cinco mil pesos ($5.000) en cada escuela.
